If you want to have your own web site, you first need to create and register your domain name. Instructions for registering a domain name.
Next, you would have to either pay a website hosting service or setup your own computer network and connection to the internet.
Finally, you need to create your web content/pages. Here are some information/tools that you can use to develop a web page (listed in no particular order):
